Apply multi-model-tiering control API patch to tasks.paralla.org

Control API patch drafted in projects/multi-model-tiering/control_api_patch.md but not yet applied. Phase 1 routing layer needs this to function. Next milestone per project plan: “Apply control_api_patch.md to tasks.paralla.org control plane codebase”.
