Draft design doc for tasks.paralla.org ground-up rewrite (tasks-ui-rewrite)

Project has flow: Metis designs/architects → Apollo builds. Needs: per-project tasks, done+active task tracking, agent views with set agents, inline edit/adjust todos, clear live-ops by agent. Draft design doc covering architecture, data model, UI wireframes before build starts.
